No — MineCon capes were only awarded to attendees of the corresponding MineCon event. Mojang has consistently refused to re-issue old event capes. They cannot be bought or traded between accounts.

In Java Edition, open the in-game menu → Skin Customisation → toggle Cape on. The game will only show capes you have actually been awarded. Bedrock edition uses the dressing room.
